Chicken started to thaw

Personally, I would let it defrost completely, cook it and refreeze it as a cooked bird or stripped and freeze as chunks of cooked meat.
 
As long as all the defrosting took place in the refrigerator, yes it's safe to put back in freezer.
 
I'm with Miniman. Shouldn't refreeze something that has been fully or substantially defrosted without cooking it first. Especially not chicken. Good way to get sick.
