First of all, welcome to DC. :)
The receipe that immediately comes to mind is Spanish and originated from Valencia, where Valencia oranges were used fro their wonderful fragrance and of course, Spanish saffron is used, but only a little pinch.
The closest I found is this recipe, which ticks all your requirements, though I'd beinclined to add some freshly squeezed OJ to the liquer to bring a little more moisture to the dish.
