And Ironchef makes a good point that even if the stuffing was cooked* first, it still can get contaminated by stuff on the outside of the fish when rolled up.
But IMO 45-55 minutes for a thin filet of tilapia, even stuffed is probably way too long. But go by the thermometer. But I would begin to check the temp after 15 min. and see.
*and if it is pink/orange that could be food coloring, as well as cooked shrimp
