I don't think the US imports meat from Argentina, according to the World Trade Org.

That may explain why I can not find a source. From my time in South America they have really good beef. Looks like I need to book a flight.

Lots of Argentinean beef in Aruba. Many restaurants feature it.

why doesn't the u.s. import raw beef from argentina? is it an f.d.a thing/farming practices, or political stuff, or both?

It may have to do with mad cow. Imports are banned from a number of countries that have that issue.

From what I've read, it was banned because of an outbreak of foot and mouth disease in 2002. The US is continuing to ban Argentinian beef and the Argentinian government is complaining to the World Trade Organization.

I guess if a cow had hoof and mouth disease, he'd be one mad cow...
