I always consider a broth to be from meats and vegetables that

are just simmered, and a stock to be made from simmering browned or roasted bones and meat and vegetables.

I learned that stock always contains bones. Stock is gelatinous when cold. In other words, there is no such thing as vegetarian stock. That's just the way I learned it, I'm not claiming it as the ultimate truth. Broth or boullion can be made from meat or veggies, but stock needs bones.
