Hmm, I didn't think I could get it because I don't have Kindle Unlimited, but I clicked on it and I got it.

Yes, you don't need Kindle Unlimited, or even a Kindle. You can get the free Kindle app for any computer device, including smartphones and tablets, and download the book.

Carol as long as you have an Amazon account with either a gift card or a credit card, you can download/buy any book on Amazon.
If an author is in Kindle Unlimited, it just means they can get borrows as well as buys.
If one borrows through Kindle Unlimited they have to return the book.

Sometimes Amazon offers books for free, no matter what kind of account you have. It might be a deal from the publisher or the author, etc.

What device do you have? Some books are only available for certain devices.
It has nothing to do with Kindle Unlimited, but how the author/publisher formatted them. Yes, those are usually in Kindle Unlimited.
PS: Unless it is an illustrated kid book or a graphic intense book, you are not missing much.
For a regular book it usually means they uploaded a pdf that has a fixed font.
