There's a few animated ones on here. I tried to upload one when I saw them, but those are exceptions I was told.

Yes those were grandfathered in. The way the software is set up right now it will not allow animation, but anyone who had an animated avatar before the change got to keep theirs. If they tried to upload a new one though it would not work.
