My German Shepherd used to do the same thing. They are notorious for having skin allergies etc. He would lick and bite his sides, paws until there were bare spots and he too was put on Prednisone. At that time he was eating Eukanaba dry food. This was when he was around 3 years old. We thought maybe it was the food even though shepherds are predisposed to this it seems, but we went to Petco and there was a really knowledgeable man there about dog coats and skin conditions, he said Eukanuba was known to cause allergies and something about an ingredient in the food, and I forget now what the ingredient was. But he suggested we try Nutro. We did, and it wasn't long before he stopped the itching. And this was supposed to worsen as the dog got older but it did not, it simply went away. Thinking now it may have been the corn in the Eukanuba, versus the Nutro that had chicken as the main ingredient? Not too sure, this was many years ago, but whatever it was it worked, and no more steroids for him for that problem at least. After he was on the Nutro for a few years we tried Science Diet because the Nutro at the time didn't have a food for his older dog needs, etc. and he was fine with the Science Diet too.
