I dont like being hovered over either. Sometimes the overly friendly, overly interrupting waiter could be equally as disturbing as the one who is socially incompetent. I guess my # 1 would be excellent food, then excellent service and finally a cordial waiter/ waitress. If the food was great, as long as the other two weren't completely a train wreck, I would return. If the food was crap, especially if it were my first time at the restaurant, I wouldn't return. I don't think I've ever not left a tip. Sometimes a bad tip is more telling than no tip at all.
