No matter what the crime, Congress is not allowed to revoke citizenship.
Naturalized citizens can have their citizenship revoked if it's shown that their naturalization involved fraud.
And Americans, whether naturalized or native-born, are allowed to expatriate and renounce citizenship if they wish.
