The tug of the moon accounts for the changing tides, but most waves are caused by the friction of the winds produce when they come into contact with the water's surface. Big, gusty winds cause large waves, and small winds make little ones.
Scientists measured a wave caused by Hurricane Ivan that reached 90 feet.
