horseradish root is quite mild until it is ground or grated.

TRUTH !!
the oils found in the horseradish root are what give the plant it's hot
flavor. the spiciness and aroma are almost absent until the root is ground
or grated, releasing the oils. vinegar stabilizes it's flavor, so for a
milder taste, vinegar is added almost immediately after the root cells are
crushed.
