Why do restaurants do this?

It's ease and convenience for the staff...and you should let management know that you don't care for the practice. If he hears it enough, perhaps they'll make a change.
 
Comes across as tacky & cheap, to me. When I drank decaf, didn't care for being handed a packet of Sanka & a cup of boiling water. Here, make your own coffee. I figured they bought it bulk & were trying to save money.
 
even my school dining hall makes fresh tartar sauce for fish fry day! (mayo, dijon, pickle relish, touch of Worcestershire...it's good!)
