Recipe in progress: "Add rice and water to make 3 cups of liquid."
I'm trying to follow this recipe: Arroz C'atum - 158917 - Recipezaar

It says: "Add rice and water to make 3 cups of liquid. Bring to a boil

Does that mean put one and a half cups of rice in a container and add water until a volume equivalent to three cups is reached?

I would think so....kind of. Generally the ratio of rice to water is 2 to 1, so 1.5 cups of rice would want 3 cups of water.
I would add 3 cups of water.

I think the deal is that with the can of tomatoes some liquid would have been added and a total of 3 cups of liquid is needed. Recipe is awkwardly written. I would add just shy of 3 cups of water so that the rice will absorb all the liquid.
