ISO help making cinnamon crunch bagel topping

I am addicted to Panera's cinnamon crunch bagels and love scones. Would anyone know how to get that great cinnamon crunch on scones ?

Mix sugar & cinnamon, sprinkle over bagels or buns then melt with a torch as you would with creme brulee.

Just so happens, I made bagels today. I mixed cinnimon & sugar then heated it with a torch.
