Choc. icing recipe for cookies

I want to make some cake mix cookies then dip one end in chocolate icing that dries hard for halloween.
Would someone please tell me how to make the icing hard? i guess more like a syrup that dries hard.

I just use powdered sugar, cocoa and a little water. Make it thin enough to paint it on with a brush, let the cookies sit for a couple minutes and the icing will harden up.
