Low sugar chocolate from cocoa powder?

Does anyone know how to make a low sugar chocolate using cocoa powder. Or unsweetened. I tried mixing butter, cocoa powder and some powdered sugar and it was ok but it didn't set properly. I was hoping to make chunks to add to muffins. I find the semi-sweet just a bit to sweet and overpowers the other ingredients, so I was going try to make it myself and reduce the sugar content. Thanks.

Have you tried using bittersweet chocolate instead of semisweet? It has a little less sugar.

I did think of that, and I could try it. I just wondering if you could make it somehow with cocoa powder.

You would need to buy cocoa butter. But making your own chocolate is very hard and nearly impossible with home equipment (if you want it done properly). Some premium chocolates have 70-90% cocoa content. There is very little sweetness in those.
