I have never had a tough stew no matter the beef I use, chuck is fine, probably because I always use the slow cooker.
Toss cubed beef, a tin of tomato soup, water to level you want and a packet of dry french onion soup into the slow cooker and add whatever veggies you want along with herbs, put on lid and turn on. I like to set a loaf of bread in the breadmaker to finish at the same time as the stew is ready and we have dinner :D
