ISO: How to make a Sirloin Tip Roast

I have not been very successful with creating tender and flavorful roasts.
Any insight & advice would be greatly appreciated. Any tips towards:

* Roasting times & temperatures
* How to cut the roast once it is done
* Seasonings & preparations
* Anything else?
