at very basics, oil and water based gives you the best of both world as they are Polar and non polar solvents.
many herbs do well in water based solvents, whilst Spices will largely favour oil.
Capsiacin (the active Hot part in a Chili pepper) is scarcely soluble in water, but Oil or Alcohol will work fantasticly :)
