I'd vote for Staples or the like. I loathe binders! Sure, you can add to them but the pages are always ripping out. You can slap those little hole protectors on 'em to keep them from ripping but they invariably fall off over the years as the adhesive that holds them dries out.

I imagine you could laminate each sheet, then hole punch it...but that seems like a lot of work to go to. Still, it would give you an expandable book that would remain durable. Assuming lamination is permanent- I don't know much about that. I've seen laminated pages split over time but they seem fairly sturdy.
