Yes its a meat tenderizer. All thought not all parts are there. Its missing the return leaf spring , which keeps the meat from sticking to the blades. I have seen them in alluminum , this one is steel and very heavy. No, I have not had it appraised. I'm not sure , but it may be from the 1800s. I'll try and find out more. The manufacturer is B&H and it has a patten # 6-14-21.
 
Ah yes, you can google "B&H meat tenderizer" and find similar devices. I found one hit with "6-14-21" but it produced no picture or other useful information. There's an eBay auction for a very similar appearing device.
