Consumer reports rates the basic Wearever set fairly highly and that falls right in the 100 buck range. The also ranked the Stuff from QVC, Chef's Essentials, pretty high:

Overstock.com have some great savings on cookware sets right now - They have a Philipe Richard 11-piece Hard-anodized aluminium, including a dutch oven, steamer insert & a bonus griddle for $97!!!

A great set just outside your budget
