Just shooting in the wind here, but maybe it has something to do with the germ? Maybe the process used to make cornstarch eliminates the germ and any oils in the corn kernel, while those items remain in flour and can then go rancid.
OK, that's all the thinking I can do tonight. My brain is starting to hurt and I have to be up in 6 1/2 hours. SIX AND A HALF hours???
