I had purchased a package of cinnamon sticks
on the back said to wash before use?
WHAT DOES THAT MEAN?

I think it would be better to rinse just before use, rather than before storing. Just check to see if there's any dust, or larger pieces of bark on them, and rinse off, if necessary.

Cinnamon sticks are usually added whole to a recipe as a flavoring for a liquid (sauce or soup). The flavor is extracted from the stick. I don't think there is significant flavor loss with a quick rinse.

I wouldn´t even bother to rinse them. However, if you decide to do so, rinse them quickly before adding them to the dish you´re preparing. Don´t rinse the whole lot or they may rot inside the package.
