Please don't soak your wood chips. That is almost as bad as using "green" wood. All those smokers you see on Steven Raichlen's shows, spewing that white smoke, is exactly what you want to avoid. White smoke equals bitter, acrid taste. Of course, if you like that flavor, go for it. You could kick it up a notch and use pine chips!
