I've never seen this before. I'm not sure what the point of it is in modern use. I can see its application in rural China.

I'd prefer a deep fryer burner for outdoor wok use.
 
My local Asian market sells a couple different variations of these ceramic hibachis and I see people buying them from time to time. And they're also very inexpensive. They also come in a couple of different sizes. They're cheaply made but I can tell they're pretty fuel efficient by design.
