Make your scales by adding some of he glaze, or melted chocolate into a piping bag, and forming the scales on parchment paper. Place the [a[er n the fridge while you pour the mirror glaze over the cake. Emoe the scales from the fridge and place them onto the glaze before it has a chance to harden and set.
Altenately, you could use clay sculpting toos to form scales in the glaze while it's still in its plastic phase, and workable.
