Anyone know what this is called/ what it is for? (see photo) the circle part is about 2" across.

I don't know what it is. i do know what I'd use it for. I would roll out cookie dough, like shortbread, or sugar cookie dough, then use the tool like a cookie cutter to cut out small cookies. I then would bke them with shugar sprinkles on the smaller side, then sandwich a filling in between two cookies, fatsude inside the sandwich.

my first thought, even before I saw the dimensions...

a squash scapper outer - or other item to reach in and scrape out the innards.
 
Excellant Andy! I think you're right. Sure looks like it could pass for one.

The flat solid round part is the confuser.
