The only thing I can think of is that it might be for decorating pastry. I did a reverse image search and nothing like it came up.

A better bet than I had. I was going with the proto-type pasta fork and chef's backscratcher.

I don't know what it is. i do know what I'd use it for. I would roll out cookie dough, like shortbread, or sugar cookie dough, then use the tool like a cookie cutter to cut out small cookies. I then would bke them with shugar sprinkles on the smaller side, then sandwich a filling in between two cookies, fatsude inside the sandwich.

After some research, I suspect this tool is an antique fish scaler.
