How does one fry with steam?

CD
To make a stir fry (with steam) first cook the veggies like small diced onions and peppers and diced broccoli stems, using a little water instead of oil to get them to soften. Then add or assemble a sauce, more veggies. Then at the end add the vegetables you want tender crisp, peppers and broccoli and tomatoes, with the steam of the earlier veggies. They need to get hot but not over cooked. It's a no oil way to cook a stir fry.

That sounds like steamed vegetables to me, but plant-based meats sound like vegetables to me. :ROFLMAO:
