Is this mold or dirt on dried guajillo peppers?

Bought a big bag of guajillo peppers because I like tamales and they're the main pepper I currently use in the red chili filling (aside from ancho). I'm worried this is mold. Or is it dirty? The bag of peppers is dry, no moisture I can see, smells fine, but I'm concerned. Thanks for the help! (Also the inside of one anchor pepper I cleaned. Mold or not?)

I agree. You know how fresh peppers sometimes get those dry areas and cracks on the skins? It could be that kind of thing, once dried.
 
Difficult to tell.
Do they smell OK?
Mould can have a bit of an earthy smell
