Unraised Dutch Cake

Well, I am Pennsylvania Dutch so I figured I would share a recipe.

Here's what you need:
1 Cup Sugar
1Tbsp Butter
1 Egg, Separated
1 1/2 Cup Milk
3 Cups Flour
3 Tsp Baking Powder

Combine sugar, butter, egg yolk, milk, flour and baking powder. Fold in stiffly beaten egg white; pour into prepared pan. Mix in a small dish for topping:
1/2 Cup Brown Sugar
1/2 Cup Flour
Butter-Enough to make soft crumbs.

Sprinkle crumbs on top of cake. Bake at 350 degrees for 35 minutes.

Sounds very tasty!
But, what makes it an "Unraised" cake? It has some leavening in it. Does it differ from some Dutch yeast-raised cake? I'm so curious! :)
