Why my cakes always have the texture of resine?

So I've tried plenty of recipes for cakes, but I always get the same result - undercooked resine. Can someone explane why this happens?
 
Maybe they're referring to resin. Sounds undercooked and if this happens every time I would get an oven temp gauge and make sure the oven is calibrated properly. Otherwise I've no clue what resine is either.
