are you cutting the butter in cold? That might help--use a pastry cutter, a fork, or even better, a food processor to first mix the dry ingredients with the butter until it looks like coarse meal. Then, I don't use a spoon to mix--hands all the way. Just BARELY moisten the dry ingredients...
