Non-wheat flour substitutions

Does anyone know if oat or barley Flour can replace any of the following:
Sorghum flour
Millet flour
Brown rice flour
Tapioca starch

Thanks. Who knew I'd see a day when I was discouraged to be out of millet flour.

If it is a "non-wheat" substitution because of gluten, then neither oat or barley flour will replace any named GF flours.
