In Massachusetts, I am pretty sure the bathroom has to be vented in all new housing.

I know in Texas all bathrooms have to have a vent or a window.

I forgot about the window. Same here. I live in a converted school building. Every bathroom in this building is on an inside wall of the building and has a vented fan in the ceiling.
