Can you overcharge a cellphone/tablet?

It used to be. I don't think it is anymore. But... that being said, I would not do it on purpose.
Even though my phone is at 100% in less than 2 hours of starting from an almost depleted % - I charge it overnight. Same with my laptop, I certainly don't get up in 2 hours to unplug them.
I do, however, make sure they are on a surge protected outlet.

No. There is circuitry in the device to deal with that.

Unless it's really old, as in first generation tablet, it is protected from overcharging.
