It seems like the Japanese take on Dick's Last Resort.
I went to the one in Chicago with my husband. I thought it was hilarious. He was less amused.

When we vacationed in San Antonio we visited many really great restaurants. When we got back we were asked if we went to Dick's where the waiters are insulting. We said we hadn't and wouldn't.
