Well, yes, but the recipe doesn't always say so. I normally always sift flour when I'm weighing it but never sure which way round with cups. I generally end up converting the number of cusp of flour to ounces and weighing it.1 C Flour, sifted - Sift after measuring
1 C Sifted Flour - Sift before measuring
This assumes the recipe writer knows the difference.
