I have gotten hard shriveled vegetables too. Always from a lack of liquid.
That depends on the vegis and the thickness/size of the meat. I can't think of a single time that I have cooked meat and veg together and the meat was done but the vegis weren't.Meat always bakes faster than vegetables.
Next time try preheating the oven.
Were the vegetables completely covered by the liquid?
