It is done all the time. It's perfectly safe.
Everytime food is frozen and thawed, the ice crystals cause some cell damage in the meat. If you start with frozen raw meat, thaw it and cook it, either alone or in a dish, it's fine to freeze it again.
Refreezing thawed raw meat is not recommended because repeated refreezing will compromise the texture of the meat. Also, if the meat was not safely handled while thawing or while thawed, bacterial growth can cause problems.
