Dried bean measurement question

I'm pretty sure I've asked this question before regarding a different recipe, I know that I know the answer and it probably is not the brightest question, but here it goes.

The recipe is asking for 1 cup of whole black lentils.
During the instructions it says to soak them in water for 8 hours.

My question is, does the whole cup refer to dried lentils or is it 1 cup of the rehydrated lentils.
 
The recipes I see for lentils are always calling for dried. And I can't remember one that called for soaking them, except a few Indian recipes calling for soaking 30 minutes, or something like that.
