What is All purpose flour?

Flour runs the gamut from very soft cake flour all the way to very hard bread flour. AP flour is somewhere in the middle so it can be used for a wider variety of recipes.

King Arthur makes basically a self-rising AP flour, given a def. of AP based on protein content.

But if a recipe doesn't specifically call for self-rising flour, do not use it.
 
I have so few recipes (one, I think) that use self-rising flour, I always end up making my own:

1 cup flour
½ tsp salt
1½ tsp baking powder
 
"All-Purpose Flour" in the US is basically equivalent to "Plain Flour" in the UK - the only difference will be in the ratio of hard to soft wheat in the mix ... and that ratio varies in the US from one region to another, and from brand to brand.
 
I've tried different flour brands over the years and have found that Gold Medal All purpose flour to be the most consistent for baking. Never have a problem with it and food comes out like I expect.
