How do I get the hard crusty stuff off outside of pan.

If you mean cast iron, scrape off as much as you can with the blunt end of a butter knife or something similar, then take a stainless steel scrubber like this one to it:

Re-season if required.

I don't even bother to clean the outside of my cast iron pans. The stainless ones I use steel wool but don't break my back over it.

Good hot, soapy water to make sure there is no grease to burn or catch fire. Good enough for me.
 
If cast iron, place it in the fireplace when you intend to burn logs for a while. Then clean it up with a metal scrubby and reseason.
