Gooey wet spots on homemade bagels

I'm having a problem with my homemade bagels having Gooey, raw, wet spots that blow out of the sides of the bagels when baking. It's not on all of them in every batch, just intermittent ones. Anyone have any suggestions?

The first thing that comes to mind is that the dough wasn't completely mixed.
